Some anecdotal obserations on how India's difficulties can foster and retard innovation. Not mine, I might add. But from the Harvard Business School. Take them of leave them.
First thing to note is how the anecdote tries to shore itself up with some cultural referent: in this case, the reference is to the workarounds that emerging countries utilise in the absence of clear and contractual services. It is called jugaad in India but is not limited to any one country. Innovative fixes are commonplace: they have to be, given the problems faced on a day to day basis.
Yet, Indian companies are assured of growth due to the uplift tsunami. When you make money with so little effort due to economic and demographic trends, you tend to rest on your laurels. This can retard entrepreneurial solutions to India's problems. Personally, I doubt this is much of a headwind when set against the huge opportunity to make money.
