Incompetence in government is seen at every level. One of the most
egregious examples is that of history, where the national libraries
have not been allowed to save digital material on the same scope as
printed material. The first decade of the digital age is effectively
lost.
This law was passed in 2003, yet has never been implemented, despite pressure from our national institutions. The civil service does not care, since they prefer to surf the 'net, not record it. But, as an excuse, this is a longwinded way of saying "So what?".
A ministry spokesman said: "Establishing new regulations on e-deposit is a hugely complex task where the interests of many different stakeholders have to be considered, and where technology is racing ahead."
If they are incapable of implementing the law, why are these civil servants employed. Perhaps they could be added to the deskilling that Labour is desperate to effect.
How many other laws, thankfully, remain dormant? And was this shelved, because Labour did not want the public reminded of its history, in short order.
